Children's Equity Project: Early Childhood Education Research & Policy

The Children's Equity Project at Arizona State University advances equity in early childhood education through research, policy analysis, and technical assistance focused on Head Start, child care, disability, and more.

About the CEP
The Children’s Equity Project is a child policy center housed at Arizona State University. Our work uses data and research to inform policies that promote child wellbeing, close opportunity gaps, and advance civil and human rights in all of the systems that impact the lives of children and families.

We engage in rigorous original research and data analysis; partner with decision makers at every level of government to inform policies that set the conditions that enable every child to thrive, particularly children from historically and contemporarily marginalized communities; and engage with states and communities to provide systems building training and technical assistance.

Our work spans early childhood, K-12 education, health and mental health, immigration, economic justice, and disability policy, among other areas.

Research & Translation
Highly trained faculty from ASU and at partner institutions across the country conduct original, actionable research on a range of equity issues. We lead a national network of equity scholars and work through a "hub" model to aggregate, translate and disseminate equity research to policy and practice.

Policy
We work with states and communities on policy change across a range of equity issues along with our partners at the federal level to ensure that equity issues are understood and considered in the federal policy-making process.

Practice
The CEP uses a data and research-informed, policy and practice-focused lens that frames our training and technical assistance approach. We work with federal, state, and local child and family-serving system leaders to surface and dismantle inequitable policies and practices by critically examining systemic factors that perpetuate and sustain inequities. We work across an array of systems including early care and education, early intervention and preschool special education, K-12 education, child welfare, mental health and health, and more. We also provide training and professional development opportunities for practitioners across a variety of roles in each of these systems.

Lowering the Bar: An Analysis of How Replacing Head Start Standards with State Child Care Licensing Weakens Early Learning Across the United States

This report explores the policy distinctions between state child care center-based licensing standards and the Head Start Program Performance Standards (HSPPS). The analysis is grounded in developmental science and education research, and is informed by a review of state licensing policies, the HSPPS, and the Improving Head Start for School Readiness Act.

Harsh Punishment and Exclusionary Discipline in the Early Years: Data, Research, and a Policy Comparison Between Head Start and States

This report reviews the data, research, and policy landscapes of harsh punishment and exclusionary discipline, exploring requirements in the Improving Head Start for School Readiness Act, the Head Start Program Performance Standards, and state policies - including legislation, state child care licensing, and state Child Care and Development Fund policies.

Preserving Access and Opportunity in Head Start for Dual Language Learners: A Review of the Science, Legislative Mandates, and Regulatory Requirements

This policy brief reviews the latest research and data on teaching and learning for young dual language learners (DLLs) . Grounded in developmental science and education research, the analysis explores the policy landscape across the Improving Head Start for School Readiness Act (IHSSRA), former and contemporary versions of the Head Start Program Performance Standards (HSPPS), and state child care licensing standards .
